PFAS PFAS – What are we doing? What you need to know? PFAS has been in the headlines lately, with questions and concerns about potential issues at a number of locations across Michigan. While PFAS have not been detected in Genesee County’s water supply, it is important for residents to be knowledgeable on the issue, and up-to-date on testing we have completed for our water supply region. What is PFAS? PFAS is an abbreviation for per- and polyfluoroalkyl substances. PFASs encompass a wide-range of man-made chemicals that contain a carbon and fluorine atom backbone. There are hundreds of known PFAS compounds, which can include other elements such as oxygen, hydrogen, or sulfur. PFAS compounds came into common use in the 1950s and 1960s and are now used in hundreds of industrial processes and consumer products. They are generally used due to their resistance to heat, water, and oil. Consumers may be exposed to PFASs in non-stick cookware, grease-resistant paper, fast food wrappers, microwave popcorn bags, stain-resistant carpets and fabrics, water-resistant clothing, cleaning products, and personal care products. PFASs are also used in industrial processes and, notably, in firefighting foams. PFASs are a component of many of the firefighting foams used by the military, airport authorities, and local fire and rescue agencies. It is these foams that are most often implicated when PFAS is found in groundwater or in the environment. Is PFAS a problem in Genesee County’s Water Supply? The short answer…NO. The source water used in Genesee County’s water supply comes from Lake Huron. This source water was recently tested for PFAS in April, and the existence of PFAS was not detected. Here are the actual results. The Genesee County Water System, in conjunction with the DEQ, will remain vigilant regarding PFAS testing. The DEQ has contracted an outside, independent testing facility to collect samples from nearly 1300 communities in Michigan. These tests include locations within our water system. Testing will be completed by December 2018, with the results available to the public. PFAS sites in Genesee County While PFAS has not been detected in Genesee County’s water supply, or source water, two PFAS sites have been detected in Genesee County. These sites DO NOT affect or come into contact with the water we supply to residents. The two sites in question are the Flint Coldwater Road Landfill, where PFAS has been detected in the ground water, and a location near the Gilkey Creek. The Gilkey Creek is a tributary of the Flint River. The two sites are located on the map below, which lists all known PFAS locations across Michigan. Where to go for more information? Genesee County’s goal is to deliver the highest quality drinking water to our residents. We currently receive water from Lake Huron as our drinking water source. This is the highest quality source water available to our community, and this source HAS NOT changed. You continue to receive the SAME Lake Huron water you previously received from the GLWA/Detroit System. What has changed? About Us The Commissioner is elected by state law every four years on a partisan basis and is responsible for the administration of the Drain Code of 1956, as amended. The duties of the Drain Commissioner include the construction and maintenance of drains; determining drainage districts; apportioning costs of drains among property owners; Local Units of Government receiving bids and awarding contracts for drain construction. The Commissioner, by action of the Board of Commissioners, is the County Agency, pursuant to Act 342 Michigan P.A. of 1939 as amended, for water supply, wastewater collection and treatment. In addition, the Commissioner works with state and federal agencies to enforce flood plain and pollution laws, and assists in coordinating federal, state, and regional flood control and water quality plans. The Commissioner, by law, is a member of the County Parks and Recreation Commission. Genesee County Drain Commissioner Division of Water and Waste Services operates our own water supply system. Genesee County owns and operates a state-of-the-art treatment plant in Oregon Township, Lapeer County. The highest quality source water from Lake Huron is delivered to our plant via the Karegnondi Pipeline. The water is then treated by some of the most expert water operators in the country, and rigorously tested at several different levels. PERMIT PORTAL ONLINE PERMIT PORTAL The Genesee County Drain Commissioner’s Office – Division of Water & Waste Services, accepted online submissions through this portal for the following plan types: Site Plans Construction Plans Grinder Station Construction Plans Utility Plans (Road, Cable, Fiber, Storm, Gas/Electric, etc) Residential/Commercial Development Plan Commercial Soil Erosion & Sedimentation Control Plan Residential Equivalent Unit Audit This portal is intended for online submissions of the plan types listed above, prepared by Professional Service Firms. “Professional Service Firm” means a qualified designed professional or firm (e.g., engineering, surveying, architecture, planning) submitting plans on behalf of an applicant. All other submission types, and any submissions not prepared by a Professional Service Firm, must be submitted at our office. No application fees will be due at the time of submission; however, projects are not considered accepted until such a time as all required fees have been received by this office. We still at this time only accept checks or cash for the application fees. After initiating a new project in the Permit Portal, applicants will receive a confirmation email that includes the assigned project number and instructions for submitting payment. This confirmation email will be sent after staff have reviewed the application for completeness. Many case types have a required application. These applications can be found HERE Electronic application submittal and electronic plan reviews will be starting on March 1, 2026. Many services previously completed in person or via mail must now completed online through a personal Cityworks dashboard including: Submitting plans and application Uploading required files and supporting information. Checking the status of an application. Downloading plan review comments. First time users will need to register for an account by submitting the applicable registration through the Plan Submission Portal. After your account is activated, you will be able to submit an application. Please make surer that all required forms, plans, and supporting documents are submitted at the same time. For all other application types or for all applications not being submitted by a Professional Service Firm must be submitted to our office in person.
