PERMIT PORTAL
The Genesee County Drain Commissioner’s Office – Division of Water & Waste Services, accepted online submissions through this portal for the following plan types:

Site Plans
-
Construction Plans
-
Grinder Station Construction Plans
-
Utility Plans (Road, Cable, Fiber, Storm, Gas/Electric, etc)
-
Residential/Commercial Development Plan
-
Commercial Soil Erosion & Sedimentation Control Plan
This portal is intended for online submissions of the plan types listed above, prepared by Professional Service Firms. “Professional Service Firm” means a qualified designed professional or firm (e.g., engineering, surveying, architecture, planning) submitting plans on behalf of an applicant. All other submission types, and any submissions not prepared by a Professional Service Firm, must be submitted at our office.
No application fees will be due at the time of submission; however, projects are not considered accepted until such a time as all required fees have been received by this office. We still at this time only accept checks or cash for the application fees. After initiating a new project in the Permit Portal, applicants will receive a confirmation email that includes the assigned project number and instructions for submitting payment. This confirmation email will be sent after staff have reviewed the application for completeness.
Electronic application submittal and electronic plan reviews will be starting on March 1, 2026. Many services previously completed in person or via mail must now completed online through a personal Cityworks dashboard including:

Submitting plans and application

Uploading required files and supporting information.

Checking the status of an application.

Downloading plan review comments.
First time users will need to register for an account by submitting the applicable registration through the Plan Submission Portal. After your account is activated, you will be able to submit an application. Please make surer that all required forms, plans, and supporting documents are submitted at the same time.

For all other application types or for all applications not being submitted by a Professional Service Firm must be submitted to our office in person.
