NPDES Phase II

 The Federal Clean Water Act required that municipalities identified by the EPA obtain stormwater permits under the National Pollution Discharge Elimination System (NPDES) permit program.  In the State of Michigan the Michigan Department of Environmental Quality (MDEQ) manages that permit program.   The first phase (Phase I) of the program affected municipalities with population in excess of 100,000.  In Genesee County only the City of Flint met those requirements.  With the development of Phase II of the program the  municipalities asked that the Drain Commissioner coordinate an effort on their behalf to comply with the permit requirements. 

In 2001 the Genesee County Board of Commissioners designated the Drain Commissioner the County Agency under Act 342 of 1939 for the purpose of stormwater management.  The communities of Genesee County along with the County entered into a contract to jointly develop and obtain the required permits.

SWPPI template:  Storm Water Pollution Prevention Initiative:  After revising the Watershed Management Plans, a meeting was held November 8, 2007 to go over the changes and the Draft SWPPI Template.  The template was made up of 2 parts; Click hyperlinks for Final version copies of the Introduction and Action Table.

        Included at the meeting was Instructions to fill out the SWPPI. 

Revised Illicit Discharge Elimination Plan IDEP.  If you have not already sent a copy to the MDEQ, please print a copy of the Revised IDEP and send it into the state with a coverletter.

 

The MDEQ has produced a DRAFT 2008 State Permit in November 2007.  Subsequently Tetra Tech and Sue from the Drain office reviewed the permit.  There were several items within the new permit that were a concern.  See the  Letter to State about 2008 Permit for a list of concerns.  We urge each community to send either the above Letter to the State or your won letter to the State expressing your concerns over the 2008 permit.  Their Public Comment period ends January 31, 2008.
