Industrial Pretreatment Program (IPP)



IPP – Discharge Pretreatment Oversight

Our Industrial Pretreatment Program (IPP) was developed in the early 1980's for monitoring and regulating non-domestic sewer users and enforcing specific discharge limits. IPP works with all types of non-domestic dischargers (businesses) to ensure that regulations and sewer use ordinances (SUO) are observed, and that we are working together to protect our environment.

IPP has two full time Technicians that take samples of wastewater being discharged from various locations throughout the system. These samples are tested for various pollutants for compliance. This verifies and assures businesses understand what limitations are of concern for various substances.

Contaminant limitations on discharges to the sewer are necessary so that the Treatment Plants can continue to operate:

o    Without interference with the biological treatment systems of the plants,

o    To avoid concentrations of various pollutants that could end up in our biosolids, which is recycled as fertilizer, 

o    So that various pollutants are not discharged into the Flint and Shiawassee Rivers within the Saginaw Valley Watershed.

The sewer use ordinance which includes local limits is available on the web site. The limits are enforced through the monitoring efforts of the IPP staff.

IPP uses some interesting equipment. Pollutants can be sampled over a 24-hour period from businesses that are discharging to the sewer. The samples are taken to the laboratory at AR Treatment Plant and analyzed for pollutants released by the business.

Once the samples have been tested the results are evaluated and studied by the IPP Supervisor. The data is used to verify compliance, generate surcharges and enforcement action, if necessary.
